The second aspect in the Tridharma of higher education is community outreach programs. These community outreach programs are compulsory for every academic community, either linear with their expertise or interdisciplinary. The program can be conducted at least once in every semester by emphasizing the outcomes. The proposed theme should deal with contemporary problems faced by the community, whether on the local, national or global scale. Currently the community desperately needs guidance in order to enforce the law, implement the rule of law and disseminate legal rules to solve existing problems in the society. The community outreach program implemented by all academic community can be directed to the community concerned, by providing services through knowledge, expertise, and soft skills.
To facilitate the implementation of community outreach program, the Faculty of Law Universitas Airlangga through the Unit of Development, Research, Community Services and Scientific Publication (UP4I) allocates funds and provides writing guidelines for the activity proposals and reports writing.
II. CRITERIA FOR COMMUNITY OUTREACH PROGRAM
- The theme of the community outreach program should be relevant to the problems within the community, whether local, national or global.
- The community outreach program can be conducted around or outside East Java within Indonesian archipelago.
- The community outreach program shall be carried out by the proposers and their entire team
III. FORMS OF ACTIVITIES FOR COMMUNITY OUTREACH PROGRAM

In this activity, a team of lecturers utilizes their expertise to provide counseling for institutions/community groups on issues faced by the community. The aims of this community outreach program are primarily for disseminating information, raising legal awareness, and building further cooperation to solve problems in the society.
The mentoring is not intended to provide counseling, but the team is actively involved in solving community problems. The mentoring team sets the benchmark for the success of this activity based on the problem solving so as to enable pre- and post-mentoring evaluation.
IV. COLABORATION WITH PUBLIC INSTITUTIONS
Community outreach programs should be conducted as much as possible through collaboration with agencies or institutions in the community, such as local government or community institutions, or mass organizations and other non-governmental organizations.
